The Programme Management & Review (PMR) Division at the National AIDS Control Organisation (NACO) is integral to India’s National strategy for combating HIV/AIDS with a focus on strengthening and overseeing the implementation of HIV/AIDS programs across the country. At its core, the division is dedicated to enhancing program performance through data-driven insights, strategic planning, and continuous review processes.
The division is responsible for regular monitoring of budget utilization and ensuring the effective implementation of programs. Acting as the central coordinating hub within NACO, the PMR Division works closely with all other divisions to foster better coordination and synergy. Additionally, the division supports review meetings at the SACS/DACS level in states to monitor program implementation and status.
Beyond operational oversight, the PMR Division is committed to building the capacity of healthcare providers and program managers, fostering professional growth through training and development. This focus on strengthening the workforce ensures the long-term sustainability of HIV/AIDS programs and enhances the quality of care provided to individuals living with HIV. Additionally, the division plays a key role in shaping policy by providing evidence-based recommendations that guide the National response to the epidemic.
The division is also involved in expanding district-level HIV/AIDS monitoring through the DISHA strategy, includes broadening the geographical coverage of existing DAPCU (DISHA Units) to neighboring high, moderate, and low burden districts. Where applicable, DAPCUs in these areas may be merged into DISHA Clusters, with the current workforce taking on expanded roles.
Another major component of PMR division is Integrated Health Campaigns (IHCs), which aimed at identifying undetected individuals living with HIV, particularly among partners, spouses, and high-risk populations such as injecting drug users or sexual partners of People Living with HIV (PLHIV). These campaigns provide a comprehensive service package, including prevention, testing, and treatment, targeting high-risk groups and vulnerable populations in remote areas.
Through its comprehensive approach, the PMR Division plays a critical role by providing supportive hands for improving the health and well-being of individuals across the country. Ensuring that HIV/AIDS prevention, treatment, and care services are accessible, equitable, and effective for all to ending the HIV/AIDS epidemic.
