Strategic Information Management

India’s success in tackling its HIV/AIDS epidemic partly lies in how India has developed and used its evidence base to make critical policy and programmatic decisions.

The National AIDS Control Programme (NACP) recognizes that rigorous and scientific evidence is central to an effective response and hence, having a strong Strategic Information management was a high priority agenda under NACP. Under NACP, it is envisaged to have an overarching knowledge management strategy that encompasses the entire gamut of strategic information activities starting with Surveillance and Estimation, Monitoring and Evaluation, Research and Analysis, and Data Dissemination. The Strategic Information Management division will ensure

• High quality of data w.r.t NACP programme such as Surveillance, Programme Monitoring and evaluation, dissemination of various report which related to programme key performing indicators to various divisions/Departments/Ministries.
• Research and strengthening systematic analysis, synthesis, development, Data Analysis and dissemination of Knowledge products in various forms;
• Emphasis on Knowledge Translation as an important element of policy making and programme management at all levels; and
• Capacity building on IT related data reporting mechanism.

The Strategic Information Management division establishes a robust evaluation system for outcome as well as impact evaluation of various interventions under the programme.

Monitoring and Evaluation

Monitoring & Evaluation (M&E) is the one of the key programme units under the Strategic Information Division. The and key activities of M&E unit are follows:

1. Monitoring and scrutinise the performance of key indicators under the NACP with programme data reported through SOCH as well as other formats.
2. Coordination with all programme divisions of NACO and other various department of Ministries w.r.t preparation of and dissemination of various reports at National and international portal.
3. Providing NACP related information for various public platforms in digital formats (e-Darpan, NITI Aayog and NPHO).
4. Preparation of data reporting tools for NACP Indicators and coordination with IT Division NACO regarding updates in the IIMS (SOCH and HMIS) reporting platforms.
5. Capacity building on IIMS (SOCH & HMIS) for SACS and filed level staffs under NACP.
6. Annual Publication of SANKALAK report ‘Status on National AIDS & STD response’.

Data reporting under NACP

Over the past 3 decades, the number of data sources has expanded and the geographic unit of data generation, analysis, and use for planning has shifted from the national to the state, district and now sub-district level. This has enabled India to focus on the right geographies, populations and fine tune its response over time. At present NACP data reporting is completely under digital mode through SOCH platform.-

The evolution of data reporting system under NACP is as follows:

1992–2022 – Reporting in Hard copy submitted by States/UTs on Postal.

2002–2012 – Computerised Management Information System (CMIS – Aggregated Offline) reporting on monthly basis.

2012–2021 – i. Strategic Information Management System (SIMS – Aggregated Online & Offline): More than 35,000 facilities

reporting on a monthly basis.
ii. PL-HIV ART Linkage System (PALS – Individual Online exclusively for PLHIV)
iii. Inventory Management System (IMS – Online Supply Chain): IMS is used for Drug Dispensation to PLHA patients
from all ART centers across the country.

2021 – onwards – i. SOCH – Strengthening Overall Care for HIV (Individual Online): Digitalisation of beneficiary’s record.

ii. HMIS (Health Management Information System) – Aggregated Monthly data under NHM.
